We also need a well informed citicenry who should be the only ones allowed to vote. It used to be that way. That way, California would vote for what was best for the USA and California, not this bullcrap we have now. You also needed to have a vested interest (own property) so that when the issue of taxes came up, more than 10% of the population would be paying them!!! Here, here!
