VA Legislators Target Underwear Crisis

As you may have heard, we are now contemplating legislation to keep pants “up” — here in the great state of Virginia. Our General Assembly may enact what I call “fad legislation” that contains up to a $50 fine for illegal use of jeans. Believe it or not, our House recently passed the bill by a 60-34 count and sent it to the Senate.

Any person who, while in a public place, intentionally wears and displays his below-waist undergarments, intended to cover a person’s intimate parts, in a lewd or indecent manner, shall be subject to a civil penalty of no more than $50. “Intimate parts” has the same meaning as in § 18.2-67.10.

Frankly, I prefer not to be exposed to teens’ undergarments. However, there is level of personal freedom involved here. What’s next? Will we be legislating against offensive piercings and suggestive tattoos? Surely our lawmakers can find more constructive endeavors.

Of course, the legislation begs two questions: What level of the waist band constitutes lewd and indecent; and, who enforces the law? I can’t imagine that our police officers have nothing better to do than to issue citations to those with low-riding pants. Forget homeland security, DUIs and the explosion in the number of Meth labs. We have a crisis concerning exposed bellybuttons and boxer shorts! And, the enforcers would probably be quite busy — as this fashion is all the rage.

Now, I’m a conservative-minded gal living in a red state. Usually, I agree with the direction of my state’s legislation. However, this bill takes legislation way over the edge into the bizarre and unnecessary. Indecency laws exist on the books. If the “ride” of someone’s pants is so extreme or offensive as to constitute indecency, arrest them.

Fad conflicting with decorum is not a novel issue. I doubt the parents of the ‘60s were fans of the “burn the bra” concept. Imagine how difficult it would have been to enforce an indecent chest law. The country managed to survive that revolutionary trend unscathed. I think we can handle a peak at some boxer shorts
