France Retreat, Who Saw That Coming

I don’t know why, but some people seem to be surprised that France has retreated from the anti-smoking law they enacted just a few weeks after they retreated from job reform. And they wonder why everyone characterizes them as a people who surrender at the drop of a hat. I don’t necessarily agree with anti-smoking laws but I do agree France waves a lot of white flags.
